Submission on Smokefree Environments and Regulated Products (Smoked Tobacco) Amendment Bill

This Bill is the important legislative component needed to implement the Smokefree 2025 Action Plan, which the Advisory Group supports as an evidence-based pathway to get to Smokefree Aotearoa 2025. In this submission, HCA’s Smokefree Experts outline the most important legislative components of the Bill to reduce the harm of smoked tobacco products, as well as areas that require amendments to improve public health and health equity. Overall, the SEAG is strongly in support of this Bill, which would be a world-first for pro-health tobacco control, and an important part of the Crown meeting its Te Tiriti obligations for Hauora. As well as strongly supporting the bill, HCA has recommended retaining the purposes from the 2020 Act that protect young people who are not smoking, from taking up vaping.
